Hosting A Website Locally

I know how to make a website and stuff on my computer but what i am wondering is can i get a custom domain name for free?<br /><br />No .tk or anything, a proper one but maybe without the www.<br /><br />I don't want to order anything off anybody or anything, if i can host my site locally surely i can have a local domain, instead of sending people my ip...<br /><br />Hard to explain really what i mean but if anybody understands this please help.
