Everytime i do this thing with ipconfig it says that my ip has changed but when i go to cmyip.com or try to download something from rs it keeps saying i still have the same ip!
So does that mean i have static ip?

It sounds like your internal IP is dynamic (a new IP is assigned to your NIC by your router/modem every now and then) and your external IP (the IP address your ISP assigned you) is static (ie. it doesn't change).
