The one I use is the Samsung 18x (fastest speed out now, I think) -- Bought it on eBay for $35 total and it was brand new. Really nice looking too and it supports 1.4 LightScribe software.
HP should be the best, since they are the original makers. But, I think Samsung has done real well for me, makes perfect labels for me. Use SureThing Labeler 4 (not the upgraded version), 4 is the best version. And when you purchase the Samsung version, it comes with Nero 6 (amazing software for watching movies on your TV) and it comes with SureThing Labeler 4 (I think).
i would be carefull to use the term 'best' when it comes to stuff like this, cause its a matter of opinion in most cases. what you consider best, is usually someone elses worst, and there you have it.
HP, Samsung, LG and everyone else buy their products from particular producers of such products, just like memory (there are only so many memory produsers, but lots and lots of brands) and LCD vendors (there are a few producers, lots of brands)

I am still not sold on LightScribe. I just don't like two color labels. I think I am going to get a DiscPainter or some other full color label printer.
