    This happened to me once and I recall that it had something to do with one of the services not reloading prior to the "wake up". It could be different for you though. Did you perhaps disable any services? When you upgrade or downgrade to another version, that can cause the service to disable. I don't remember what service it was and I'm not on a windows machine right now, but you might want to check out your power management settings. I've heard that firewall can lock up your internet too. If you are running a firewall, try disabling it and see if that fixes your problem. Also, instead of restarting the computer to establish a connection, try using the repair connection option.
