There are 3 computers in the house and I am finding that when they are all online at the same time they do not get equal speeds.
Is there a way to alocate set amounts of bandwidth to each PC?

if you are running on a sever..there is a lot of software that can do that..if you have a router..then..i don't see it happening...unless if you want to dig up a lot of money for a router that's capable of controlling bandwidth..

Make sure that your router has a QoS functionality. With QoS you can choose which kind of network packets (or which computer) will have priority when communicating with the router.
The QoS functionality is already very common in almost every router.
The alternative is just like lionden told. Change your router for a machine that handles all networking. In this case, there are many applications that provide the server Traffic Shapping and QoS capabilities.
